Speaking before the representatives of local authorities and local self government bodies of Zaporizhzhya region, Volodymyr Rybak named restoring of public confidence in state policy and state institutions to be the main tasks for authorities of all levels.
“We can reach this by full-fledged and full-scale constitutional reform,” he said.
The Chairman of the Parliament stressed the necessity of constitutional reforming of local self-government sphere in line with international standards. According to him, it is planned to approve the Concept of local self-government development in the nearest future. The principle of extended possibilities for civil society to participate in policy-making at local level and control over its implementation lies at the bottom of the Concept.
Volodymyr Rybak reminded that practical implementation of new regional policy stipulating transition of regions and territorial communities to systematic development of their own resources on strategic grounds, as well as extension of inter-regional cooperation starts this year.
“Any reforms, and primarily social ones, should be implemented with consideration of interests of local self government and regional development,” said the Chairman of the Parliament. “Effective decentralization of management and financial system should take place in the unitary state like Ukraine,” he added.
Volodymyr Rybak supported extension of material resources of local self government through decentralization of budgetary system, increase of tax revenues for local budgets and introduction of a more transparent calculation formula for inter-budgetary transfers and donations from the state budget.
In this context, he addressed representatives of local authorities with the suggestion to analyze state and local target programs, determine the possibilities of financing and accumulation of material and financial recourses in the directions that are most topical for the community.
The Chairman of the Parliament noted that following the results of the working visit to Zaporizhzhya region, the working document analyzing the situation and including suggestions for the government to promote further development of the region shall be prepared.
